Multiple sync problems with Windows 7 phone and Exchange 2003

With a Samsung Focus Windows 7 phone syncing with Exchange 2003 the
user is having the problem that the emails from Exchange will sync
only if his laptop is on with Outlook running and connected to server.
Also, if he makes an appointment on his laptop calendar it will show
up in his phone calendar only after midnight. But if he makes
appointment on his phone calendar then it shows up on laptop calendar
right away. Any ideas?
