I am new to exchange and wondered if it is possible to add a footer to each
email being sent that includes the user id of the sender.

You can achieve that with a 3rd party software like Policy Control
(http://www.disclaimit.com/) or MailSweeper
(http://www.mimesweeper.com/products/mailsweeperexchange/default.asp)
or by using Event Sinks:

Hello,

Sorry, what do you need this for? Why don't you want to install signatures
for your Exchange users (this can be done from their client applications -
Outlook or Outlook Express)?

Typically, when someone asks about headers or footers, they want
something that cannot be changed or removed; they're usually looking to
attach some kind of disclaimer to all outbound email. While it is true that
you can create headers and footers with Outlook and Outlook Express, those
can be changed or removed by the user.
