How does exchange generate POP3 UIDLs?

Not sure if this is the correct group, but I'm trying to determine if the POP3 UIDL generated by Microsoft Exchange 2003 is something predictable such that I could generate my own from the data available via IMAP?

I can tell that it is base64 encoded, and decodes to 24 bytes of binary data, but I haven't been able to determine anything useful beyond that, and the MSDN Library Open Specifications for Exchange protocols don't say a thing about the UIDLs that I can find.

If anyone has any insight or can point me in the right direction, it would be much appreciated :)
