Using exch server 2007 with outlook 2007. Trying to activate a blackberry in
which the RIM email is trying to be delivered to inbox. Track the email
within the messages tracking within exch 2007 which say delivered but does
not show in the users inbox. Junk mail filter is set to no auto filter, no
check in perm delete. What is causing the email not to be delivered?

Custom View set in Outlook? Any Outlook Rules set? Can you view the mails
through OWA?

No the email doesn't show up in OWA neither do I have any rules or custom
view/filters set.

As a test, on the blackberry I sent the activate email to an outside address
then forward to my company email address. The email will not be delivered
with the given subject line but will if I change or remove it.

That sounds like its getting filtered. Are you using any Antispam
device/software.

I am using Barracuda but it "allows" the message all messages to go through.
The outlook client filter is set to no auto filter. In barracuda, if I tell
it to redeliver the message, outlook still does not receive it as long as it
has the subject line.

Just for testing purposes, can you bypass the barracuda to see if the
message goes through with that subject criteria that is being blocked? This
way we can completely eliminate the barracuda and concentrate on Exchange.
I would also check to insure that Exchange has not been enabled for Antispam
feature, http://www.petri.co.il/install-anti-spam-exchange-2007.htm
