All mail should exist on BOTH servers.
Is Exchange capable of doing this?
Would I need to purchase additional modules or add-ins?
I have looked at the Directory Replication Connector - but this seems only
to replicate (not synchronise) Public Folders and not mailboxes. Am I
correct in saying that?

Lee, I don't have an answer for you. There are methods to use to increase
availability, but nothing with the total replication you are wanting, that I
know of.

read Exchange Help to better understand Directory Replication and Public
Folder Replication; what is replicated, when and why. There are some basic
definitions explained.

I thought I heard that Veritas had a product that might help. check their
website.
Personally, I think it is better to go with a standby server that you can do
a restore to in short order. Depending on the type of failure you might have
just a short dowtime of less than hour, or one as great as the length of
time it takes to restore your Info store from backup. Another thing is to
spread user mailboxes among more than one server, so your entire user base
is not affected at the same time. Finally, be very familiar with disaster
and recovery procedures; read the whitepapers at
http://www.microsoft.com/exchange/techinfo/admininterop.htm
Remember, .01% downtime is something like 87 hours a year and that is
obtainable without replication.
