Content filtering in Exchange 5.5?

I am trying to prevent users sending certain types of attachments within exchange (ie exe's, avi files etc)

Products such as Mimesweep etc do this for internet email but I wish to stop internal users sending executables etc via exchange to other users (ie this must work within a single exchange server/site as well as between servers/sites).

Inoculan and other products do this for scanning email for virus content. Does anyone know how these products work?

ICS with a custom agent may work, but I am concerned that it may not catch ALL messages as it is asynchronous with the message store and other processes.

In summary:-

A. Does anyone know of a product which does this?
B. If not, does anyone know how to do this? (ie will ICS work or is there another mechanism?)

Not aware of a product that will do this between Exchange servers or between
users on the same server, but something similar to the following might work
pretty well.

Attention Employees:

The e-mail system is provided for business use only, it is not a toy.
Unauthorized use of the e-mail system for non-business related issues, not
limited to, but including, the sending of jokes, chain letters, and other
non-business related correspondance is strictly prohibited.

The company reserves the right to monitor all comminucations made by it's
employees and anyone found using the mail system in a maner inconsistent
with this policy shall be subject to disciplinary action, up to and
including termination.

It's a lot cheaper than installing and maintaining a piece of software (even
after the lawyers charge you $500 per hour to type it up)......
