Whenever I try to start MS Exchange or MS Messaging, the logo with name
and version # comes up for about one second and then goes away and does
not start.I have tried uninstalling and reinstalling with no luck. Any
suggestions?

Try creating a new profile with Control Panel | Mail and Fax.
