Exchange 2007 cropping headers on inbound messages

We are noticing that after moving to Exchange 2007 from Exchange 2003 that
2007 appears to be cropping header information instead of displaying the full
header on inbound messages. We are a spam fighting company with specific
needs to see the whole header so we know where the spam is coming from.
However these messages are forwarded to us and it appears that Exchange 2007
is configured to show some, but not all of the header. I've read about
Exchange 2007 "Header Firewall" but didn't find any GUI or command line
statements to configure it. Any help would be greatly appreciated. Header
