The MTA isn't needed in order to simply start the Informtion Store
service. The MTA is certainly necessary for the normal operation of
the Exchange messaging system, but if your intention is simply to
start the IS and run EXMERGE (for instance) then you don't need the
MTA.
The MTA producing a security violation event is sometimes caused by
the omission of the Exchange Site Service Account in the "Permissions"
tab of the site or Configuration container. If it's missing, add it.
If it's already there, verify that it has the role of "Permissions
Admin.".

I had similar problem
we rebuilt the server, re-installed Exchange server 5.5 and ran optimiser to
check file locations as in originla setup (very important this step) then deleted
all logs from MTADATA, MDBDATA, etc. repaired priv.edb, dir.edb and pub.edb using
ESUTIL (*very useful and pwerful tool) ad tried to start the services and it
worked fine. ALl user accounts, mails and customisations etc were intact.
