Saving a message in public folder changes the message submit, creation and last modification time as current date time

I have a MSG file with creation/submit/last modified date as 10:04 AM,
2/12/2006. Now I create a new message and copy all the properties of
this message to new message and then add 1-2 attachments in it.

Using MAPI,
1. when I save this message in user mailbox, the message dates
(PR_CLIENT_SUBMIT_TIME, PR_CREATION_TIME< PR_LAST_MODIFICATION_TIME
etc) remain same i.e., 10:04 AM, 2/12/2006.

2. when I save the message in public folder, the message gets created
with current date time i.e., 11:10 AM, 8/28/2009.

I am not able to identify the root cause of this issue.

I am using Extended MAPI on Exchange 2003/2007.

Any suggestions are welcome.
