Cannot get email to dwnld from another server!

hello and thank you in advance!
My problem is this:

I have a network, on the server-> Im running NT40, Exchange 5.5,
MSproxy as well.

On the user's PCs-> they use outlook express to grab their email.

I cannot connect to the email server, it is driving me insane!
...The error message on any WS says "attempt to connect to (email site)
has failed...error 10060... bla bla bla."

---Outlook is configured correctly.

---I was told that maybe IPX is clashing w/TCP. So I removed IPX
altogether and configured my JETDIRECT print server for TCP.

---To be honest, I dont know where else to look other than at the
server (on my end) and maybe some settings are wrong- but where do I
look and which settings do I change, if any?

Do you have an internal DNS server or are you using the DNS at the ISP? Are
the Outlook Express client pointing to a FQDN (full server domain name) or
are they pointing to an IP address? If they are looking for a 'full server
domain name' try pointing them to the IP of the server to see if it clears.
If you have an internal DNS server check it to ensure that the server it
listed with proper IP address.
