OWA not displaying new email

I have Exchange 5.5 running on an NT4 sp6a server and OWA
running on a Win2k sp4 server. When clients connect to
OWA they do not see their most recent email. There is
sometimes a several hour delay before new email can be
seen with OWA. Some users can get their new email by
hitting F5 but not by clicking the "check new mail"
button. Both servers are members of the same domain and
on the same side of the firewall. Anybody have any idaes
on what would fix this problem.
