Exchange not forwarding SMTP mail

i have proxy setup for dialup as outbound only on autodial.
i am trying to use exchange servers IMS to hand off my SMTP mail for my
workstations to our isp mail server. when proxy has a dialup connection i
would assume that exchange would use that connection and simply hand off the
mail.
Here is what is happening:
When proxy has the dialup connected the IMS is reporting an error message
"Extension 'SMTP' could not be reached. The specified module could not be
found" so no mail is being forwarded.
I have 2 modems and another dial up account so i manually dial the other
account then Bingo, mail goes through.
If exchange cannot use the proxy connection but can use a manual connection,
i am thinking that either exchange or proxy needs to be configured to allow
transmission through port 25 (smpt).
Would somebody please tell me what they think, and if i am on the right
track tell me where or how i can configure it.
