Can Exchange Servers connect/synchonize via Internet?

I have two Exchange Server sites, one in Europe, one in North America that
need to synchonize directories and share public folders.

I believe that this can be done via the RAS connector and direct dialup, but
is there a way to use local ISP dialups and Internet TCP/IP transport to
avoid long-distance phone charges?

I've studied the Exchange connector documentation, but cannot find the
answer.

Yes, you can do that. The IMS can be used as a site connector, then
directory replication
can be set up across that connection. You will want to make sure to set the
directory replication frequency to an appropriate value and also set the PF
replication to more than the default 15 minutes probably.
