OWA does not work for exchange 2003

In my exchange 2003 (clustering environment) i set a dll for owa (in isapi
filter). But this dll never load when i open OWA.
While on exchange environment (without clustering) the dll is plugin with
OWA. Why dll has issue with clustering environment.
Please suggest.
