problem in sending mails in language other than English

Dears,
I have a problem when I send an Arabic e-mails using Microsoft Outlook Web
Access, through Server Exchange.
since the recipient of the messages couldn't read it.
I tried to send the same message to myself over Server Exchange, and there
was no problem in reading it. the problem appears when I try to send Arabic
ones outside Server Exchange. for example when I sent to myself on Gmail,
Yahoo. Since it converts to question marks.???????????????????
Sir, I use Internet Explorer to connect to Server Exchange, then I enter my
Domain\ User and password given to me form Administrator.
Any help will be appreciated

Perhaps the recipient's client or e-mail system doesn't support the
character set you're using. Exchange doesn't change the internal content of
messages like that, so I believe that this unlikely to be an Exchange issue.

Thanks for your answer. But,
I'm always using this set of characters in webmail such as Hotmail, Gmail.
And there is no problem.
But, when I tried to use it in Microsoft Outlook Web
Access, through Server Exchange. the problem appeared. one more thing, I
tried to use this set of characters as an attachment and there is no problem,
So I think it's Exchange issue, because when it's sent as attachment there
is no problem, but when it's sent as content the problem still appeared.
I think Exchange does change the content when the recipient is out of
Exchange domain.

set useregionalcharset to 1 to allow non unicode aware clients to read mail
sent by OWA in languages that would otherwise be sent unicode.
