Cannot display EFD form on laptop

I have implemented a form based Discussion group in a Public folder.
Everyone in my user group can use the forms except for one. This user is
running Win95 on a 24MB Ram laptop. They receive a message that they
"cannot display the form, using default form". At this point they will
get the forms content as a regular Exchange email. The only noticeable
difference is that they use a laptop. Network connections, operating
system, security rights... all of these are identical with the rest of
the group. I have read everything on Microsofts' Knowledgebase with no
luck. I even installed the EFD Forms Designer hoping for it to install
possible missing Dll's. This did not work either. I have a feeling it
might be a memory issue, not enough Ram, but 24 should be sufficient for
a basic form. Any enlightenment would be greatly appreciated at this
point. Please send any thoughts to my personal email as well just in
