e-Mail is not delivered

Hello, all!
I have the problem with sending messages to users on our MSX 2000. The
message is created in Outbox and stays here - not delivered.
I saw in this newsgroup that somebody already has the same problem and
it was resolved by changing mailbox storage limits. In my case this
procedure does not help...

May be somebody knows any other possible causes of this problem.

Yes, i try to do this using MAPI interfaces, but e-mail delivering does not
work also though Outlook. In both cases e-mail stays in Outbox....

So what acn i do?
