OAB in Exchange 2007 - GAL / OAB sync problem

Exchange 2003 SP2 --> Exchange 2007 SP1 recently - Exchange 2003 is still
up but is no longer the main mail server - I actually am going to run
uninstall this weekend on it...everything has been moved off of it - to new
Exchange 2007 server.


Problem:
---------
My OAB (Offline Address Book) is not updating our Outlook clients properly.
I have rebuilt OAB on the server too.

This is what I have done...on server...

Run net stop MSExchangeFDS
Delete contents of C:\Program Files\Microsoft\Exchange Server\ExchangeOAB
and C:\Program Files\Microsoft\Exchange Server\ClientAccess\OAB
Run net start MSExchangeFDS
Rebuild OAB in EMC Org Config / Mailbox / OAB - Rebuild or update
Run net stop MSExchangeFDS again
Run net start MSExchangeFDS


Anytime we add / delete new user and then I hit SEND / RECEIVE on Outlook
2007 SP1, the changes does not reflect - even 1-2 days later for OAB. I
have even rt click and select update for Offline Address Book in Org Config
/ Mailbox

The Global Address List is correct because if I delete the OAB and just use
the GAL, it is up-to-date, but if I hit send/receive, the OAB downloads -
it's just not up-to-date or sync'd with the GAL.

The only time it refreshes the local client OAB is if I delete all the OAB
in the Outlook profile - C:\Documents and Settings\USERACCOUNT\Local
Settings\Application Data\Microsoft\Outlook - this is obviously is not the
solution long term...

Any input or suggestions?
