I keep getting messages hung up and NDRs from the queue.
By stopping and re-starting the SMTP and Smtp Virtual Server, they seem to
go away and message are sent out?
Is anyone else having this problem? What is causing the problem??

If you're getting NDRs without having restarted anything then that hot
fix isn't going to make things better. Not that the hot fix is bad,
it's not, but because the situation fixed by that hot fix doesn't
cause NDRs -- the messages just seem to disappear until something's
restarted.
Do you have Broadcom NICs in the server? Is the firmware up to date?
Have you checked to see if the Scalable Network Pack features are
enabled (W2K3 SP2 turns them on).

Don't know if that's your problem, but it's a good fist step in
troubleshooting.

I want to expand on this problem, as follows:
I end up with messages in the Queue from post...@companyname.com
However, the only messages in the queue involve any message being sent
outside to myof...@verizon.net.
This is the account that I have setup to be forward too -- NDRs to my
office, so I can see the problems.
This is also happening only on a Tuesday??
When I delete (with no NDR) all of these messages and re-start the SMPT
server and SMPT services - all returns to normal.
Exchange will run normally for an entire week - until the next Tuesday??
I do the same procedure again- deleting - stopping and restarting - all
returns to normal.
I have been trying to trouble shoot this error fopr some time now.
I have reviewed the SMTP logs and see nothing abnormal (to my best)?
Any thoughs would be appreciated.
I have not tried the earlier fix that I posted, just does not communicate to
me that it is the fix I need??

While you're having the problem, bring up a command line prompt and
run "netstat -t". In the "Offload State" column, what values do you
see?
