I am looking at my log files and notice that the time in log LogFiles\W3SVC1
are off

it is 9:20 AM EST on the server - but the log files show 2008-09-17 13:18:41
W3SVC1

Any ideas here?

Yes. Those log files are generated in UTC (same as GMT)
You're not supposed to delve into those log files unless you either
know that or you are using a reporting application to generate the
data you need. All those reporting apps know about this and present
you the local time rather than make you work it all out.

All these things have to be done in UTC in case you are
troubleshooting traffic and whatever else across servers over the
planet in different zones.

No, you cannot change this behaviour. It's global, it's standard and
everyone knows about it, including you now.

Thanks Mark. And once again thanks for the witty and well tempered response.
Always a pleasure.

Use local time for file naming and rollover to specify that log file
naming and time for log file rollover uses the local server time. When
this is not selected, Coordinated Universal Time (UTC) is used.

Properties of logging.

That determines when the log is rolled over and what it's called, not
the formatting of the first columns of the log file, which are in UTC.
