Keep a copy of all Email

I have around 150 accounts on my Exchange server (5.5 SP3). I would
like to keep people from downloading or deleting mail. When an
employee leaves the company I do not want them having the only copy of
email. Some email has customer information in it.

You could set up an alternate delivery for all of the users to a single
location. Kind of ugly, and there is probably a better way of doing it, but
it would work.

I do not think that you can prevent your users from deliting message and
keep them productive.
See if Message Journaling can help you.
