Problem with Mailbox Storage Limits - Store setting is overriding User Setting

Ok... here is one that is bugging the hell out of me.

I have a EVS server called NYMAIL1. In the mailbox store
properties under Limits, I set up a Prohibit Send at
125000 (kb). I have no other settings for warning or
prohibit send/receive.

I have a user John that likes to have a large email
mailbox. I set up on his ADUC account under Exchange
General / Storage Limits... a Prohibit Send setting of
800000 (kb). I have prohibit send/received unchecked and
send warning unchecked. I also have use mailbox store
limits unchecked for his mailbox.

John's mailbox is currently 575000 kb, and he is unable
to send mail because he is over his storage limit. His
user Limits setting is not taking effect at all... and
the only limit settings thats working are the ones set at
Mailbox Store.

In Exchange 5.5... I had no problem setting up stuff like
this.

I also have another issue thats probably related. No
user in my organization can send out emails larger than
20MB. I want to remove this restriction entirely. I go
into properties of Message Delivery in System Manager and
under Defaults there is no limit set for Sending and
Receiving.

I also do not have any system mailbox policies active.
Just recipient policies to route some extra domains for
my company email. Please help me!

I was recently made aware of something that may be affecting this
user...apparently, what is visible in "mailbox resources" does not take into
account messages that are in the .stm database for this user. If he has
large amounts of internet email in his mailbox, this could account for the
issue. As far as your 20MB issue, is there any retriction on any connector,
router, firewall?

Well... I am not sure about that. I mean if the mailbox
can be larger than Mailbox Resources claims... how would
you be able to track people?

This is just baffling the hell out of me because I know
for a fact that a user mailbox limit should override
anything else.

If this means anything... this is also a brand new
installation so this has never worked for me. The
problem with this is... I currently have 350 users on my
network with no storage limits! I cannot enable a global
limit cause all my CEOs with their gig mailboxes will
have my arse. :-)

As far as the 20MB limit goes. I am pretty sure this is
happening in the exchange domain because my NDR comes
right from the mail server that the sender's mailbox is
sitting on.

I definitely have no limit on my firewall or router cause
I didnt have this problem on my 5.5 servers. I just
doublechecked my routing connector and I dont see any
limit there. Is the 20MB limit default on new
installations?

i don't believe there is any "default" limit on message size...as for the
rest, a call to PSS might be in order...
