Exchange 2003 Standard SP2 server running on Windows 2003 with latest patches.
I used to be able to open ESM on the Exchange server... but since the SP2
update, it gives an RPC server is unavailable error message:
Facility: Win32
ID no:c00706ba
Exchange System Manager
I can run ESM from other Domain Controllers - on which we had previously
installed ESM components - for managment purposes
But since I can't run ESM on the Exchange Server - there are a few things I
can't do, that I could do if I could run ESM on the Exchange Server
RPC services are running on the server - or Exchange wouldn't be working.
How do I fix this?

Can you see if you can open ADUC also? What does the event viewer say? Any
errors by source msExchangeSA?

Looks like you cannot talk to a DC. Try the following troubleshooting
steps below.

1. Run Exchange best practice analyzer
2. Create a new MMC and add the Exchange system mgr
3. Enable diagnostic logging for dsaccess and see if there are any
discovery issues or connectivity issues
4. Could be permissions related possibly the Exchange servers
SeSecurityPrivilege Right got removed from a particular DC and you
need to rerun domainprep. Or if you're in a multiple domain
environment you may run into other permissions issue.
