I've never seen this one before. Any ideas? Is there some security
setting on the Exchange Admin that I'm overlooking?
public folder replication's not working? the user's connected to a
copy of the folder to which the permission hasn't been replicated?
are you looking at the permissions from that user's outlook session or
from the admin program? are ther multiple replicas of the file?

and you verified that the permissions are correct when viewed from
that user's outlook client?
if they're in sync, remove one of the replicas and try again. unless
you're running outlook 2003 i don't think you can tell which pf server
you're connected to.
if that works, put the other replica back and wait for the contents to
replicate. then remove the other replica and try again.
if that works, return to both replicas. if that *still* works then you
_had_ a problem that just disappeared. :)
otherwise you've discovered which server had the defective replica.
You may have the ability to create subfolders restricted in the permissions
of the Public Folder tree or even at the Organization level.
Double-check the info in the following article:

To avoid users having the ability to create top-level folders, make sure
the following article has been followed:

I have a situation similar to this. Even though I am a Owner of a Public
Folder, I can only add users to a Public Folder via Outlook 2002. When I
try to modify permissions, the user and the permissions are greyed out. At
one time, we were able to do this. Through System Mgr, I can modify the
Client Permisions of a Public Folder just like I used to in Outlook.
A couple of weeks ago, a consultant upgraded AD 2003 to native-mode. We
noticed the change in Public Folder permissions since the change to AD. Did
the upgrade to native-mode cause this behavior?
Any suggestions?
