The rejections are not always consistent and seem to be impacting a few
users those are are sending and receiving this high volume of emails. (these
are system generated advisories to our customers)
In the bottom of the rejected email is the message
smtp; 452 Too many recipients received this hour
Someone had mentioned "throttling" earlier. Would someone please point me
in the right direction on what to check or how this is administered?

It's either your ISP that's limiting the number of emails per hour, or the
domains that your emails are being sent to...it's not on your Exchange
server...
