Is there a way to do a comprehensive search on all emails
in all Exchange mailboxes at one time? The ExMerge tool
only lets you do a search based on the email subject or
email attachments. I would also like to be able to do a
search by sender and for keywords in the email message
body.

With Powercontrol 1.1 from Ontrack.com you can search in
mail, there is an demoversion which you can use......

This is what ontrack says :

SEARCH FOR KEYWORDS/CRITERIA IN ONE OR ALL MAILBOXES
EXCLUSIVE!
Search one or all mailboxes in an archive for matching
keywords or criteria without first creating a duplicate
exchange server. Advanced search capabilities help you
