things. I could probably tell them to take a flying leap off a tall
building, and they would just stare blankly at us assuming that were talking

Do they understand money? Present the PO for a new server with an
external SCSI cabinet (containing enough storage space to accomodate
their need for all that old mail), and a DLT (or AIT) drive and
autoloader for backups.

After the initial round of arguing, tell them you can probably take
care of it for close to nothing. Then apply mailbox limits.
