I have also checked

delivContLength This is the incoming message size limit that corresponds
to the MaxReceiveSize parameter in the Set-TransportConfig cmdlet.

submissionContLength This is the receiving message size limit that
corresponds to the MaxSendSize parameter in the Set-TransportConfig cmdlet.

All are correct
Is there anything else I can check.
Cheers

Does your Exchange server connect directly to the Internet or might there be
a firewall or routing server that might be enforcing this?
