Messages stuck in local delivery queue

Hi all,
Having a problem with exchange server.
One user of about 40 has been unable to receive email since Dec23. He
is still receiving junk email items, but nothing in his inbox,
externally or internally. There is about 30 emails for him in the
local delivery queue.
I've used the Message Tracking Center and Exchange has been trying to
deliver a message I sent locally every 5 minutes for the last few
hours. This appears in the tracking center like:

SMTP: Message Delivered Locally to [email address]
SMTP: Message Scheduled to Retry Local Delivery

Any suggestions?

Information Store service is running, yes

I've tried running the Exchange Troubleshooting Wizard but it didn't
help. Any more suggestions?

turn up your logging, then look in the application log.

There's one error that's been repeated in the application log for
months

Event Type: Error
Event Source: MSExchangeTransport
Event Category: SMTP Protocol
Event ID: 7518
Description: Sender Id must be configured with a list of trusted mail
servers before it can be enabled.

Could this be related to the problem? Note that the user is still
receiving items in Junk Email but none in the inbox.

Alright, worked out how to set logging to maximum and I've got some
data to post.

The 327 is generated by the store driver when it tries to deliver. The
reason it won't deliver is you have a Jet_errKeyDuplicate error. One of the
internal indexes of the database has a dulicate key. That's not a good
thing. I'd call PSS. They'll likely have you do an offline defrag (which
deletes secondary indexes) and run isinteg. If you haven't had much
experience repairing databases, the call is worth it.

If this is the Enterprise edition of Exchange or you have another mailbox
server, you could also try move mailbox to move all the mailboxes to another
store. I personally never trust a repaired store.

Alright, have tried offline defrag and doing an isinteg -fix alltests.
Certain users (I've found that more than one is affected now) still
aren't receiving any emails.
I'll try your next suggestion of moving all mailboxes to a new store.
