I would install Outlook 2003 so you can look at the Connection Status and
see exactly what part of the connection is slow. You can do this if you
hold CTRL and right click on the Outlook icon -> Connection Status.

The question is - is there a problem with the server or with the
network? Verify that Exchange services are started, take a look in App
Event log.
