Public Folder Auto Response not sending to External Addresses

I've created a mail enabled public folder in Exchange 2003
I've created a rule in the Folder Assistant of this public folder to send a
reply to every incoming message, and I've put my text into the e-mail
template for this reply.
I've gone to the Exchange System Manager and verified that under Global
Settings >> Internet Message Format >> Default >>Properties, on the Advanced
tab I've checked "Allow out of office responses"

When I send a test message from an address within the same domain (a user
with an Exchange mailbox on this server) I get the auto response that I
expect to get.

When I send a test message from an address that is external to the domain
(i.e. @yahoo.com), I do not get any auto response.

Thinking that it might be related to the fact that Exchange will only send
an auto response one time to each address, I've tried sending test messages
from several differnet external addresses. None of them have produced an
auto response.

Obviously I'm missing something here, but I cannot figure out what it is.
Can anyone give me some help?

Did you also check "allow automatic forwards" in Global Settings?

No, I didn't, though I can do that for testing purposes.
Since it's working for internal messages, and since I'm not attempting for
forward but rather to reply I didn't think that would make a difference.
I'll give it a try and report back.

That did it.
I don' t understand why that would be necessary, but clicking on "Allow
Automatic Forwards" allowed it to send the reply messages correctly.
