Making Free/Busy always show free

Is there a way to have a resource always show it's free/busy as free?

We are using Exchange 2007 and Outlook 2007 and have the need when
making meeting requests to invite resources. Some of the resources are
services, such as setting up the room, etc. For these types of
resources, I want the message organizer to see that the resource is
available regardless of whether or not it has already been booked for
another meeting. I could simply allow booking conflicts, but have
worked hard training users to pay attention to the free/busy calendar.
These types of resources would then become an exception and a source
of confusion for some of the users.

I don't know any way to do that, but you could log on with Outlook and
configure so that it publishes 0 months of free/busy data.

Yes, and we are considering that option. The only thing that we didn't
like about that was that the scheduling assistant shows that
information as Not Available, which can confuse the end users and
increase the number of calls to our help desk. In a perfect world, I
would like to just show it as free so that the user is not confused.
