Can I create a server based Distribution List, without
creating user mailboxes? I simply want a group of external
email users that all my users can send to. I cannot find a
way to manually enter names...must always pick from the
server.

No. You have to create Custom Recipients for all the external addresses :-(.

A custom recipient in Exchange 2000 is a normal mailenabled user.

You will have to create the mailboxes but if they are external mail abbys
then just make them custom recipient, add them to the distribution list and
then hide the custom recipients so they will not be visible in you GAL.

I have an exchange 2000 organization running on windows 2000 servers. I am
not an exchange guru but am getting familiar with it. My question is...What
is the best way to setup mail distribution lists? Is it through 'active
directory users and computers' or in exchange system manager? I noticed
that in AD you can create distribution groups and make them mail enabled but
wasn't sure if this was the correct way to go about it. Any help would be
appreciated.

Don't know much about Exh w2k but my best guess would be that you would want
to set them up within Exchange and not AD.

You'll also want to standardize your distribution lists.
For example, set up each distribution list with a symbol
in front of it (# or !).. this will group all the lists
together in the GAL and will make it easier for the users
to locate the list.
