Memory Fragmentation error and Event ID 9665

Hello,

Exchange 2003 SP2, Windows 2003 SP1 Std with 4GB physical RAM. It runs
Memory Fragmentation error. I followed the MS KB
http://support.microsoft.com?kbid=815372 and added /3GB switch and the
/USERVA=3030. and HeapDeCommitFreeBlockThreshold value in the registry is
set to 0x00040000.

After reboot, I still get event ID 9665.

then we applied the hotfix from the KB

http://support.microsoft.com/default.aspx?scid=kb;EN-US;947484 and rebooted,
we still get event ID 9665

I double checked http://support.microsoft.com?kbid=815372 and it said


HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory
Management\SystemPages should be also set to 0 to avoid the event ID 9665

I checked the problematic server the registry setting is set value to hex
(c3000) other than 0. All other servers are set value of 0 . As I remember,
we never changed the value manually to 0 as one of our routine memory
optimization procedure before, is it safe to set the registry entry manually
to 0?
