Exchange Mailbox Permissions

Is there a way to have a user be able to read mail from within his/her own mailbox but not able to delete items?

And only allow administrators/managers to be able to delete messages from each users mailbox...

no, but you can set Deleted Item Retention so that you can always recover
the messages, if you have need to...

Exchange was not designed to keep people from deleting email...

Why not use pubilc folders for this ?

Another option is to create an "Archive Store" setup
