Server Open SPAM relay

Hi,
I would like to ask your help.
My Exchange server 5.5 SP4 open SPAM relay .
There are 3 domains in Internet Mail Service, that reroute incoming
SMTP mail and the e-mails sent to these domains should be accepted
as " inbound ".
I tried to configure my server as it is described in the article
" Is your Exchange server Relay-Secure?" and in the others articles of
TechNet Microsoft.
The recipients of this server cannot sent the E-mail on the outside from the
network after a setting the routers restrictions as it is recommended, but
they were able to sent/receive inside of network and receive from the
outside. On the workstation of sender the error message appeared: "The
recipient 'bla...@outside.com' is not acceptable to your SMTP server. The
message is nit sendable until the recipient has been changed."
Where need I to change the IMS configuration? If anybody have some idea, how
I can to close my Exchange server from SPAM relay, replay me please.

what do your users use MAPI or POP3/SMTP clients?
if the second is the answer try to in routing restrication, client that
where successfully authenticated, and in the users client check 'my server
in requires authentication"
