Publishing Forms To Exchange 5.5

To Anyone That Can Help,

I am currently running Exchange 5.5 in a Windows 2000
domain. I also run software called Pivotal Relationship,
this product is a CRM solution which I have been working
with for sometime now.
What I am trying to do is publish a form to the
Organizational Forms Library on Exchange so I can
implement OSM (Outlook Synchronization Manager)menaing
Pivotal and Outlook can sync back and forth.
To due this a .oft file needs to be published to the
Exchange server due to the mapping with Pivotal and
Outlook.
Here is where the problem lies, when I try to publish the
form to the Exchange server I get the following error:

"Unable to successfully publish the form due to a MAPI
error. You do not have owner permissions"

I was wondering if anyone has had problems in the past
publishing forms?
I have tried to publish as an Exchange Administrator but
something is overriding it, I know with Exchange 2000 the
problem was solved by adding the user who was publishing
the form to the Schema Admins group and another group
which is considered a Domain Exchange admins group (can't
think of it off of the top of my head).

Any insight to this problem would be greatly appreciated.

You need Owner permissions on the Organizational Forms system public folder.

I have owner permissions set on the public folder but I am
still receiving the error?
Any other suggestions?
