smtp error 4.4.7

However, when I stop and re-start the SMTP mail service, it stops the
errors.
Does anyone know whay this is?

I am having the same error message of not being able to send mail to two different domains.
The message comes back with the following error; Could not deliver the message in the time limit specified. Please retry or contact your administrator.
Kindly advice if you have encountered this error before.
