Depending on what type of rule you create in Outlook you will find
that some of them are Server Side rules.
You create them in Outlook but you don't necessarily need Outlook
running for the rules to fire.
That's the closest you'll get unless you have some alternate
receipient or archiving you need to do, in which case additional
options and 3rd party utils exist.
I would like to move messages to folders based on message subjects and
e-mail addresses sent from. Are those types of rules server-based?

Any rules that you create and that do not involve any client specific
settings (say, "move messages to a personal folder named AAA") will be
server side rules. If a rule appears to be not a server side rule, Outlook
will pop up a warning about that.
