No NDR when message limit set

We have just set a global send/receive message size limit. The problem is
that senders are not notified of delivery failure when a message is over the
limit - we would like them to know when and why this happens. Exchange does
generate a NDR but this is dumped in the Bad Mail directory rather than
being sent to the user's mailbox.

Is there a paradox here? i.e. the NDR is over the limit and cannot be
delivered?

Any help would be most appreciated.
