554 Transaction failed on relay

I have a Linux based Web Server that generates SMTP mail to confirm
registration and allows a user to send a link to our site to a friend using
a PHP scripting program, and relays it through my Exchange server. Mail to
other domains goes through just fine, but mail to the Hotmail.com domain
fails with the following error messages:

Unable to deliver the message due to a communications failure

554 Transaction failed

If I just resend the messages directly from the Exchange Server using my
Outlook client, they go through without a problem, so I know the email
addresses are correct. I've tried e-mailing hotmail for help, but I never
received any response. Does anyone know what actually causes error 554?

In IMC props/Diag logging set logging level for SMTP protocol log to MAX. After
restart IMC will save all SMTP conversations to files \exchsrvr\imcdata\log.
Send message to Hotmail and find that SMTP conversation with Hotmail servers.

The logs give me no further error messages beyond what the NDR gives me. I
think somehow we are triggering their spam filtering software.
