CountIF not working on Formula ?

i have some data in F2 to F22, all references different values on another sheets tab ex: =JSON!U15
the result is 50 in the cell, but the formula below is showing zero
=COUNTIF(F2:F22,"<20")

50 is greater than 20 so it doesn't count,
