I use the ADDRESS() function to prepare a cell address.
Now how do I actually reference that cell?! I.e., in a
formula I want to use the value in that cell reference,
not the reference itself. Must be obvious, but can't find
anything in Excel Help.

= DEREFERENCE( ADDRESS(...) )

Thanks!

Try:

=INDIRECT(ADDRESS(...))

Don't bother unless you're using the sheetname argument to ADDRESS. You've
already been told to use INDIRECT(ADDRESS(...)), but OFFSET may be more
efficient, and would certainly involve one fewer level of nested function
calls.

=INDIRECT(ADDRESS(r,c)) <==> =OFFSET($A$1,r-1,c-1)
