Copying to Excel via the Clipboard

I am writing an application to copy data to Excel via the clipboard.
At the moment the program copies the data in a CSV format and this
works fine. For various reasons I wish to copy the data in a binary
format. To this end I have the following questions;

Q1. With Excel 97 I can copy the data in Biff3 and Biff4 format but
not as Biff5. Specifically the paste icon activates but an error
occurs when I try to paste the data. Following the advice of the SDK
the application generates only BOF, DIMENSIONS, NUMBER and EOF. The
only difference is in the BOF record. Therefore, is Biff5 a valid
format for Excel 97? Do I need additional records?

Q2. I created some data with in the XlTable format and registered it
sucessfuly with the clipboard. However, the paste icon will not
activate in Excel 97. Is XlTable a valid clipboard format for Excel
97?

Q3. Why is the SDK so hard.
