Assigning a value to one cell based on the date in another... And then doing it again

Hello,

I am working on a spreadsheet that is tracking additional vacation hours
earned by employees as a result of perfect attendance.
For every 3 months of zero issues an employee earns an additional 4
hours of paid time off.

In column A I have listed the date of an employee's last incident
Column B is formulated to show the date in which the employee will be
rewarded the additional hours (assuming there are no further incidents).
Column B is also formulated to turn green when today's date matches the
reward date.

Is it possible for column C to automatically add a value of 4 when
Column B matches today's date? If so, is it possible for column B to
repeatedly add 4 to its pre-existing value as column B reaches the next
date of significance (I will be manually adjusting column A)?

If anyone is willing to share their knowledge/insight into this matter,
it is greatly appreciated.
