Support information in programs and features window

Hello.
I am seeing a difference between the support information on Vista compaired
to all other popular versions of Windows. For instance, on XP, the support
information (when link is clicked via add/remove) presents a window with
hyperlinks on them to launch readmes or support websites. On Windows 7, the
same information is presented in programs and features via the main window
and adding columns. The information is also hyperlinks and will open readmes
etc...

On Vista, the same programs present the same readme information and support
sites etc however the text is NOT a hyperlink. This is very annoying since
who can transfer a web address to your browser from a field that is not even
selectable so copy/paste is not an option either.

This problem is very difficult to search forums for since the windows name
shows up in many other posts.

What I would like to know is:
1. Is this the intended behavior of the "programs and features" window?
2. Can this behavior be changed in any way? Registry setting or hotfix?
