Windows 7 - Recycle Bin

We are having an issue that documents are not appearing in the recycle bin -
when they should be there. We are not hitting "shift - delete" - just
delete. Is there some setting that actually permanently deletes instead of
going to the recyle bin? Can you give me an idea of where to change the
setting? Thanks!
