Sticky Keys will not disable on Windows Server 2003R2

I am having a difficult time disabling sticky Keys on terminal sessions. I
found the registry key where the accessibility settings are for Sticky Keys
but I have not been able to find a complete list of the settings that these
keys change. If I am not mistaking changing the Flags value to 27 should
disable the Sticky Keys for that user but I do not want to make the change 75
times and be wrong. Does anyone know:

1 - How to permanently disable these so they can never come on again.

or

2 - how to disable them per user? (I have tried the control panel and
accessibility options settings and they are disabled or not checked)
