Question on DotNet 1.1 File System Permissions

We have an application that uses dot net 1.1 and for whatever reason the
application is trying to write data to files in:

c:\windows\microsoft.NET\Framework\v1.1.4322\CONFIG
The default permissions on the Windows subtree are not the defaults, so for
example ordinary users only have read only access to this folder. Can
someone point me to documentation that states clearly what file system
permissions dot net requires ordinary users to have to various subtrees that
contain its executables and data files?
